> How are GIAN funds disbursed?

How is the GIAN subsidy disbursed ?
In principle, the subsidy is disbursed in the following manner: 40% of the total at the beginning, 40% of the total after reception by the GIAN of the intermediate report and 20% of the total upon completion of the project. Instalments are disbursed upon receipt of a request for disbursement from the project coordinator. Once approved, the transfer of funds may take several days.

Our project has been approved/has already started, but it appears funds have not been released. What should I do?
If you have not received funds, please make sure that: you have submitted the Memorandum of Understanding (MoU) as well as the final budgetary arrangement signed by all partners; you have sent the GIAN the full bank account details (separate account) for the project; you have addressed a written request to the GIAN for the release of funds. If all of the above have been done, then please contact the GIAN Secretariat.

Funds originally intended for a certain task need to be reattributed within the project. What should I do?
The GIAN must be advised in writing of any changes in budget allocations, and must approve them before they can take place. All changes must be proposed with an understanding that there are no exceptions on the basic rules for project funding (see Rights and Duties of Beneficiaries of GIAN Subsidies), however ad hoc adjustments, if they are justified and requested for in writing are generally not a problem.

We need the second installment of funds. What should we do?
Please make sure that: you have submitted a mid-term report and a budgetary report in conformity with GIAN regulations; the GIAN has indicated that both reports were satisfactory; if applicable, that all additional instructions requested by the GIAN have been addressed; you have sent a written request for the release of the second installment of funds to the GIAN. If all of the above have been done, then please contact the GIAN Secretariat.

Our mid-term/final report will not be on schedule. Can we get an extension?
Project extensions may be granted by the GIAN upon due justification, however in the case of mid-term reports, this does not entitle the project team to receive funds before the report has been received by the GIAN. Prior written consent is required.

We need the third installment of funds but our final report isn't ready yet. What should I do?
The GIAN must be informed in due time of the situation. If the final installment of funds (20%) is needed to close the project accounts but the research has not been completed/compiled/published and cannot be sent to the GIAN as is before the expected date, in principle the managing institution can advance funds up to 20% of the total funding. However, the refund of this money by the GIAN to the managing institution is strictly dependent upon the receipt by the GIAN of the final report and budget.

Will our budget be acceptable if presented in a currency other than Swiss Francs?
Budgets should be presented in Swiss Francs (SFr). If there is no alternative, and provided the institution reports the currency conversion rate of the day in which the money was received and the day in which it was disbursed, the GIAN is willing to accept reports in United States Dollars (USD). However, this may cause delays. All the other rules regarding funding remain in force, particularly in what concerns the presentation of the budget and cofinancing. The coordinator is responsible in ensuring that all the information contained in the budgetary report is correct and up-to-date. There are no provisions for other currencies.

We need additional funding. What should we do?
It is not possible to obtain additional funding from the GIAN for an ongoing project unless there has been a specific arrangement to have "reserve" funds at the time of project approval (for instance for a publication). There are usually conditions attached to the release of "reserve" funds.

Can the GIAN request an audit ?
Yes. As per the MoU, all the stakeholders accept a possible control on the part of the GIAN, within a scope that corresponds to generally accepted practices and proportionate to the amounts received.
